I don't think they will. Even if you count bugged encounters (which is pretty easily balanced by the horrendously op Stalkers at the time) it still took the better guilds a month to get through GA, and even then only 3/16 got there. Thats without the additional hurdles of attunement, having to actually collect amps, not having a bank stacked from farming at 32+exploits, and the huge bonus of actual balanced classes. The last balance patch changed quite a bit in terms of amps, and many more are still in need of adjusting and likely will be before launch.

Also at the same time, I hope they have a good amount of pvp type content such as different areas they can introduce as well. Huttball in SWToR was fun for a while but with it seeming to be the main pvp instance, it got old rather quick.
With changing bosses (both mechanic wise and differing encounter wise) I don't see that as needed. Especially once they get the leaderboards running so they have an actual weekly goal to strive for.
