Click the link,
Make sure you are logged in to the Portal
Click "Grievance"
To the right of the title, there should be a gray box that has a button to "join community" if not a button below that says it on the button.

Being in the group, none of this shows up for me, but as I recall, that is the way to do it.

For me the icons were not showing, but if I hovered my mouse in the right side bar it would show the text for joining...

Yep, they were down for a couple hours after the stress test ended. Seem to be back up now, though I am trying not to freak that I am not listed as a Founder anymore... Figuring it will get sorted out on the forums by tomorrow. :p I did a post, and my character name is there, so I am sure everything just needs to get synced up again....
