Still trying to find out if the Pantheon system is active this CBT, but in the mean time if you go into the Aelinet screen, there is a Communities tab where you can create a Community at least with a Name and Community Description... I tried to get ahold of Fox or Steel in TS a few moments ago, but one was AFK while the other didn't respond, prob afk as well... Anyhooo, I didn't want to create it and step on anyones toes... Before it gets snatched up by someone...
