Are names unique across all servers? If not, is the name you reserved saved for you on all servers?

Was just wondering what I will have to do about character names if I decide to make one char on Dominion side and one on Exile side.

Character names you reserved are saved Globally. So you can use that name for 14 days. So yes, Make your toons for both sides at launch to be sure you secure your name.
