Actually that was a shield recharge, not a heal. They talk about the bot in the reddit AMA. Still a cool skill to get.

Semantics... a recharge for a shield is a heal. A shield heal Which is what Hugh Shelton called it when he was trying to tease it during the spellslinger stream, and the reason that I predicted it would be the engineer that got the ability.

In the IGN Engineer video http://www.youtube.com/watch?v=FDmujZxh6fc Frost mentions how the shield is basically considered part of your health bar, being that once it's depleted, your health is affected. Therefore if you can keep that shield healed, your actual health won't be touched.
