Pretty sure its "number of instances" you can enter per hour. Ie You fail and want another chance at gold, or get a boss spawn you don't like run out and /resetinstances. Its to stop that sort of abuse.

Yeah as an Engineer my goal would be to dps first and be a tank as needed. Think of me as the fourthmeal of the tanking squad, just without the molten burning.
